Wilma Scott joined the City of Jackson in December 2017. In her role, Ms. Scott oversees the functions of the City’s Office of Human Resources, including hiring processes, benefits administration, civil service examinations, compensation and payroll administration, organizational development, and employee training.

Prior to joining the City of Jackson, Ms. Scott held a series of senior leadership and management roles within the Equal Employment Opportunity Commission, including Director of the Jackson, Mississippi Area Office; Enforcement Manager at the agency’s Washington, D.C. headquarters; Acting Deputy for Communications and Legislative Affairs; Enforcement Supervisor in Baltimore, Maryland; and Federal Investigator in Houston, Texas. She also served as a senior trainer, responsible for developing and delivering investigator training programs across multiple regional offices nationwide.

Earlier in her career, Ms. Scott served as Housing Program Coordinator for the Leadership Council for Metropolitan Open Communities in Chicago, Illinois, where she managed compliance-focused housing assessment and testing initiatives supporting program oversight and legal review processes.

Ms. Scott holds a bachelor’s degree in political science from Tuskegee University and has completed graduate-level coursework in journalism and communications. She has also completed professional certification in mediation, conflict resolution, and negotiation.

During her tenure with the Equal Employment Opportunity Commission, Ms. Scott served as a technical assistance presenter at multiple regional trainings and received outstanding performance awards in recognition of her more than 30 years of federal service.

Ms. Scott also coauthored a professional handbook on affirmative marketing practices in housing for the City of Park Forest, Illinois.
